Under the Health Act 2004, the Health Service Executive (HSE) is required to manage and deliver, or arrange to be delivered on its behalf, health and personal social services. Section 6 of the HSE Governance Act 2013 bars the Minister for Health from directing the HSE to provide a treatment or a personal service to any individual or to confer eligibility on any individual.

The National Waiting List Management Policy, a standardised approach to managing scheduled care treatment for in-patient, day case and planned procedures, since January 2014, has been developed to ensure that all administrative, managerial and clinical staff follow an agreed national minimum standard for the management and administration of waiting lists for scheduled care. This policy, which has been adopted by the HSE, sets out the processes that hospitals are to implement to manage waiting lists.

I understand that the centre to which the Deputy refers has received funding from the HSE and TUSLA. I am advised by the HSE that the closure of the centre is a decision of the board of the centre. The HSE acknowledges this decision and wish to pay tribute to the work of the centre over the years.

As the question relates to services issues I have forwarded the question to the Health Service Executive (HSE). The role of the HSE is to provide multi-disciplinary team approach, which includes the provision of health and personal supports required by people with Huntington's disease and incorporates hospital and primary care and community services.

The HSE funds a range of community services and supports to enable each individual with a disability, including persons with Huntington's disease, to achieve his or her full potential and maximize independence, including living as independently as possible. Services are provided either directly by the HSE or through a range of voluntary service providers. Voluntary agencies provide the majority of services in partnership with and on behalf of the Health Service Executive. These include Assisted Living Services, Therapy Services, Respite Care and the provision of Medical/surgical Aids and Appliances.

Disability Services Funding

As the HSE's National Service Plan for 2019 has not yet been finalised, a final decision with regard to the quantum of personal assistance hours to be delivered has not yet concluded, but will be agreed shortly.

It is the policy of the HSE to provide Personal Assistant services that are person-centred, equitable and transparent to people with a physical and/or sensory disability. The HSE is committed to protecting the level of Personal Assistant services and Home Support services available to persons with disabilities.

In 2018 the HSE's priority is to provide 1.46 million hours of personal assistance to almost 2,500 people, representing an increase of 60,000 hours over the 2017 target, and having regard to Home Support services will provide 2.93 million hours to both adults and children with a disability this year, an increase of 180,000 hours over the target for 2017. Since 2013 the number personal assistance hours has increased by 17% to the end of 2017.
