Wheelchair Accessible Vehicles

293. Deputy Clare Daly asked the Minister for Business, Enterprise and Innovation her plans to introduce minimum standards for wheelchairs used on public transport; and her further plans to introduce a wheelchair passport scheme similar to that in the UK. [53775/18]

The National Standards Authority of Ireland (NSAI) develops standards for products and services upon request of industry, regulators or policy makers. Indigenous standards may be promulgated where no existing international or European standards have been adopted or proposed.

Section 8 of the National Disability Authority Act 1999 provides that the National Disability Authority (NDA), which is under the remit of my colleague, the Minister for Justice and Equality, Charlie Flanagan TD, has a role in advising the Minister on appropriate standards for programmes and services for persons with disabilities. This extends to the development of guidelines in the area of accessibility to public transport.

NSAI works closely with the National Disability Authority (NDA) and other disability interest groups on matters of international standardisation to support policy on accessibility. NSAI has informed me that there is currently no request from Irish stakeholders to work specifically on the topic of minimum standards for wheelchairs used in public transport in Ireland or a wheelchair passport.

The NDA has published Recommended Accessibility Guidelines for Public Transport Operators. In light of its policy remit in this area, it would be a matter for the NDA to consider the benefits of introducing minimum standards for wheelchairs used on public transport and a passport system for wheelchair users, and to make recommendations on those issues as appropriate.

The table below provides details of expenditure incurred by my Department and its Offices on marketing and media, including advertising campaigns, over the period 2016 to date.

It is not possible at this stage to provide details of the projected spend by my Department in 2019 on marketing and media initiatives as projects which are considered beneficial will only be identified over the course of the year.

With regard to the Offices under the aegis of my Department, the Companies Registration Office estimates that it will spend €103,000 on business awareness campaigns in 2019. Due to the change of name of the Patents Office to the Intellectual Property Office of Ireland, it is estimated that expenditure of €30,000 will be incurred by that Office on marketing and media in this regard in 2019.

My Department and its Offices use external service providers having regard to the business needs for such services. In engaging such providers, the Department and its Offices are mindful of the need to secure value for money and, accordingly, strive to keep costs to the minimum.

Dental Services Provision

A targeted fissure sealant programme is provided for children usually in 2nd and 6th class in primary school ( when children are generally aged between 6 to 8 and 11 to 13 years of age). In addition, a screening programme is provided for these same classes (age groups) with necessary interventions for permanent teeth including fillings and extractions. Treatment of pain and emergency treatment is provided in HSE dental clinics to children up to 16 years of age. The HSE also provides orthodontic treatment to those who have been assessed and referred for treatment before their 16th birthday.

Future provision of oral health services will be informed by the new National Oral Health Policy, which is currently being finalised and I expect will be published early in 2019. The aim of the policy is to develop a model of care that will enable preventative approaches to be prioritised, improve access, and support interventions appropriate to current and future oral health needs.

Under the Health Act 2004, the Health Service Executive (HSE) is required to manage and deliver, or arrange to be delivered on its behalf, health and personal social services. Section 6 of the HSE Governance Act 2013 bars the Minister for Health from directing the HSE to provide a treatment or a personal service to any individual or to confer eligibility on any individual.

The National Waiting List Management Policy, a standardised approach to managing scheduled care treatment for in-patient, day case and planned procedures, since January 2014, has been developed to ensure that all administrative, managerial and clinical staff follow an agreed national minimum standard for the management and administration of waiting lists for scheduled care. This policy, which has been adopted by the HSE, sets out the processes that hospitals are to implement to manage waiting lists.

In relation to the particular query raised, as this is a service matter, I have asked the HSE to respond to the Deputy directly.

I propose to take Questions Nos. 300 to 302, inclusive, together.

I am aware of the challenges faced by the Traveller community, having visited Pavee Point in May 2018 and launched an Evaluation Report of the Traveller Cultural Awareness Training programme in Kilkenny in October.

One of the goals of Connecting for Life - Ireland’s National Strategy to Reduce Suicide, which runs from 2015 to 2020, is to target approaches to reduce suicidal behaviour and improve mental health amongst particular high-risk groups. Members of the Traveller community are recognised in this strategy as being one of the priority groupings most vulnerable to suicide.

To address this issue, targeted mental health and stigma reduction campaigns are in development for the Travelling community. To date, this has involved focus group testing of the national mental health Little Things campaign messaging with traveller groups. Based on this process, the National Office for Suicide Prevention will further develop the communication campaigns using appropriate messaging and media channels for this target population group. The Samaritans (funded under the Connecting for Life strategy) are also working at a local level to promote their service to this priority group.

In addition, the HSE and Primary Care Social Inclusion currently funds Exchange House Ireland to deliver targeted health programmes. This includes two suicide prevention projects targeting the Traveller Community; the National Traveller Suicide Prevention Service and Travelling to Wellbeing.

Exchange House Ireland provides a range of services and supports to approximately 8,000 Travellers annually. The National Office for Suicide Prevention commissioned a review of the projects (2016-2017) in line with its goal to build the evidence base in support of targeted initiatives for priority groups, and to further inform its role in funding suicide prevention initiatives and establish how the existing projects align with the Connecting for Life strategy.

The Department of Justice and Equality led on the development of the National Traveller and Roma Inclusion Strategy. The strategy provides a set of specific actions that need to be taken to bring about a real improvement in quality of life for Travellers and Roma. A number of cross–cutting themes emerged in the consultation process for the strategy such as accommodation, employment, health and education. The strategy, published in June 2017, includes agreed actions aiming to improve the health of travellers.

The Oversight Group working on the refresh of the Vision for Change national mental health policy proposes that policy changes will benefit all those engaging with mental health services. The Terms of Reference for the Group place a particular emphasis on social inclusion and the needs of vulnerable groups, including the Traveller community, which will be incorporated into the final report with a focus on reducing stigma and discrimination. Therefore, it is not proposed to have a separate traveller specific mental health strategy report.

General Medical Services Scheme Payments

Under the terms of the current GMS contract, GPs are required to provide eligible patients with ''all proper and necessary treatment of a kind usually undertaken by a general practitioner and not requiring special skill or experience of a degree or kind which general practitioners cannot reasonably be expected to possess." There is no provision under the GMS GP contract for persons who hold a medical card or GP visit card to be charged for routine phlebotomy services provided by their GP which are required to either assist in the diagnosis of illness or the treatment of a condition.

The HSE has advised GPs that where a blood test forms part of the investigation or necessary treatment of a patient’s symptoms or conditions, this should be free of charge for patients who hold a medical card or GP visit card. Notwithstanding this, I am aware that some GPs are charging GMS patients for phlebotomy services in some circumstances.

This is a matter of concern for me as it has long been the position, under successive Governments, that no user charges should apply to GP services provided to GMS and GP visit card patients. If a patient who holds a medical card or GP visit card believes he or she has been incorrectly charged for routine phlebotomy services by his or her GP, then that patient should report the matter to their HSE Local Health Office.

Nursing Staff

It should also be noted that as party to the Public Service Stability Agreement, the INMO and the PNA has agreed that there will be no cost-increasing claims for improvements in pay or conditions of employment for the duration of the Agreement. The Agreement also precludes industrial disputes for the duration.

Notwithstanding this, both the INMO and the PNA have rejected the pay proposals recommended by the Public Service Pay Commission. Both unions have also balloted their members for industrial action. The results of these ballots indicate that their members strongly support taking such action. Health Sector management has met with these unions on two occasions to discuss their demands but it has not been possible to reach agreement. Health sector management remain open to further engagement.

I understand that the National Oversight Body has invited both parties (Health sector management and INMO and PNA) to a meeting to discuss the issues early in the new year. I would hope that this could help progress matters.

The Government is committed to providing services and supports for people with disabilities which will empower them to live independent lives, provide greater independence in accessing the services they choose, and enhance their ability to tailor the supports required to meet their needs and plan their lives. This commitment is outlined in the Programme for Partnership Government, which is guided by two principles: equality of opportunity and improving the quality of life for people with disabilities.

Healthy Ireland is the only advertising campaign being run by the Department of Health in 2018. The campaign, which focuses on three key themes – Healthy Eating, Physical Activity and Mental Wellbeing, aims to encourage people to make positive choices to improve their physical and mental health, while also providing support and information to help people make those healthier choices.

Total Costs for this campaign in 2018 were €390,456 including VAT (to end November).
