I propose to take Questions Nos. 259, 260 and 262 together.

The Deputy will appreciate that my Department is not responsible for the administration of the PULSE system, or the recording of road traffic enforcement statistics; which are matters for An Garda Síochána. However, to be of assistance, I have asked An Garda Síochána for a report in relation the the questions raised.

I will contact the Deputy directly on receipt of a Garda response.

The following deferred reply was received under Standing Order 42A
I refer to Parliamentary Questions Nos. 259, 260 and 262 of 9 April 2019 wherein the Deputy asked for the following information:
- the number of vehicles seized from unaccompanied drivers in each month by county since the commencement of the Clancy amendment in tabular form;
- the number of vehicles seized from unaccompanied drivers in each month by Garda division since 22 December 2018, in tabular form;
- if the Garda PULSE system has been updated to allow for gardaí to report on vehicles seized from unaccompanied drivers; if not, when this change will be added to PULSE.
I am informed by An Garda Síochána that the number of vehicles seized from unaccompanied drivers under the Clancy Amendment is over 700 vehicles. Figures are from 22 December 2018 to 29 March 2019. I am further informed that statistics are not compiled in such a way as to identify a specific division in which these incidents were recorded.
I understand that the Assistant Commissioner for Roads Policing & Major Event Management is liaising with Garda IT in relation to making a change request to Pulse to assist in the identification of specific reasons for the Detention of a Vehicles under Section 41 offence (e.g. no N.C.T., no driving licence, no tax or no insurance). At present, there is no available time frame as to when these changes will occur.
