221. Deputy Charlie McConalogue asked the Minister for Agriculture, Food and the Marine if all BPS entitlements will reach the minimum value of 60% of the basic payment scheme national average by 2019 as scheduled; the number of entitlements that have reached the minimum value of 60% of the basic payment scheme national average; and the number of entitlements that have not reached the minimum value of 60% of the basic payment scheme national average. All eligible farmers were notified of the value of their Basic Payment Scheme (BPS) payment entitlements for the scheme years of 2015 to 2019.  In accordance with Article 25(4) of EU Regulation 1307/2013, the net unit value of all BPS payment entitlements were scheduled to reach a minimum value of 60% of the BPS national average by 2019.

As we are now in the 2019 BPS year, the net unit value of all BPS payment entitlements have reached the minimum 60% of the BPS national average.
