The CLÁR programme provides funding for small scale infrastructural projects in disadvantaged rural areas that have experienced significant levels of de-population.

The 2019 CLÁR programme was launched in February this year and invited applications for funding under three separate measures:

Measure 1- School and Community Safety Measures,

Measure 2 - Play Areas and Multi-Use Games Areas, and

Measure 3 - Community Wellbeing Support.

Measure 1 provides support for interventions that make the environs of schools and other community facilities safer for children and adults using those facilities. Car parking improvements is one of the interventions allowable under Measure 1, while Measure 2 provides funding for the enhancement of existing School or Community Play areas, or the development of new play areas.

However, the purchase of land is not covered under the CLÁR programme.
