I am informed by An Garda Síochána that a class of approximately 100 Garda Reserve recruits commenced training on 23/24 March 2019 at the Garda College, Templemore. This is a positive development and delivers on the target set out under 'A Policing Service for the Future', the implementation plan for the Report of the Commission on the Future of Policing in Ireland.

An Garda Síochána is currently conducting a strategic review of the Garda Reserve to inform future decisions around the use of the Reserve. This approach is also in line with the recommendation in the Report of the Commission on the Future of Policing in Ireland. The Strategy is expected to be concluded shortly and will inform the development of a Reserve recruitment drive by the end of 2019.

As the Deputy will be aware, the Criminal Assets Bureau (CAB) is a multi-agency, multi-disciplinary, independent, statutory body established under the Criminal Assets Bureau Act, 1996. The Bureau’s remit is to target a person's assets, wherever situated, which derive, or are suspected to derive, directly or indirectly, from criminal conduct. Since its inception, the Bureau has been at the forefront of fighting organised crime in this jurisdiction and disrupting the activities of criminal gangs by depriving them of ill-gotten assets.

Garda officers seconded to the Bureau are under the direction and control of the Chief Bureau Officer of the Criminal Assets Bureau. Garda Bureau Officers are not attached to any Garda divisions or other Garda units.

The Bureau has for some considerable time maintained a presence in each of the Garda Divisions through the operation of the Divisional Assets Profiler Programme. Under the Programme, there are over 425 trained asset profilers, mainly members of An Garda Síochána from local divisions and special units. Asset profilers provide a criminal asset profiling service across the Garda Divisions in relation to persons or suspects operating within the area, with particular reference to those involved in serious and organised crime. The Bureau utilises the local knowledge supplied to it by the asset profilers which enables it to target the proceeds of crime in local communities.

I am informed that the Irish Prison Service administer internal promotional competitions on an on-going basis to fill vacancies at all levels of the organisation as they arise.

In addition to such promotional competitions, the Irish Prison Service also engages in external recruitment, either directly as a recruitment licence holder, or through the Public Appointments Service, for certain posts of a specialised nature.

In respect of internal promotional competitions, such competitions are held as and when vacancies are required to be filled at various grades, and any eligible officer may make an application to fill any advertised post. Such competitions are, in the main, open to officers nationally across the Prison Estate.

Since the beginning of 2019, the Irish Prison Service has administered six promotional competitions and I am informed that it is intended to continue to administer promotional competitions throughout the year for various grades.

I propose to take Questions Nos. 725 to 728, inclusive, together.

The National LGBTI+ Inclusion Strategy is in the final stages of preparation and is shortly due to come before the Cabinet for approval. It would not be appropriate to comment on specific details of the policy prior to its approval by the Government. However, I can assure the Deputy that the development of the Strategy was underpinned by a robust consultation process with stakeholders, during which issues such as health coverage and conversion therapy were raised, and involved extensive collaboration with all Government Departments.

Implementation of the Strategy, which will focus on issues around visibility, equality, health, and safety, will involve all Government Departments and many public agencies. Subject to approval by Government and once launched, the Strategy will facilitate a whole of Government approach to addressing the needs of LGBTI+ people.
