Deputy Marc MacSharry asked the Minister for Employment Affairs and Social Protection when the provisions for the self-employed to have access to jobseeker's benefit will be enacted in view of the Social Welfare Act 2019 being signed on 24 October 2019; and if she will make a statement on the matter. The provisions relating to the new scheme of jobseeker's benefit for the self-employed in the Social Welfare Act 2019 have been commenced and the scheme was introduced from 1 November 2019. The new scheme will support those who lose their self-employment and are covered by social insurance.

This new scheme builds on other significant improvements for self-employed people in recent years such as access to invalidity pension and treatment benefits in 2017 and are part of the Government’s stated aim of creating a supportive environment for entrepreneurship, including providing an income safety net to employees and the self-employed alike.
