93. Deputy Róisín Shortall asked the Minister for Finance the way in which the costs associated with pay restoration for section 39 workers in 2019 and 2020 were factored into the fiscal space calculations for 2019 and 2020, respectively; the way in which the costs have been factored into future fiscal space projections, that is, if the estimated costs are included in the pre-committed amounts for public pay detailed in summer economic statements in 2019 and 2020 or if they are factored in elsewhere; and if he will make a statement on the matter. Non-acute and community organisations under Section 39 of the Health Act, 2004 are not part of the general government sector, i.e. they are not 'on-balance sheet'.

Staff in these agencies are not public servants; instead, the Health Service Executive engages such agencies through service arrangements.   

Accordingly, pay costs for these staff are not recorded in the general government compensation of employee data as presented in the budgetary tables.
