Carer's allowance (CA) is a means-tested social assistance payment made to a person who is habitually resident in the State and who is providing full-time care and attention to a child or an adult who has such a disability that as a result they require that level of care.

The person concerned is in receipt of CA for one care recipient since 6 November 2014.

I confirm that my department received an application for CA for a 2nd care recipient, from the person concerned, on 25 October 2019.

The application was awarded to the person concerned on 11 December 2019 with effect from 4 October 2019. The first payment will issue to her nominated post office on 19 December 2019.

Arrears of allowance due from 4 October 2019 to 18 December 2019 will issue to their nominated post office on 19 December 2019.

The person concerned was notified on 11 December 2019 of this decision, the reason for it and of her right of review and appeal.

I hope this clarifies the matter for the Deputy.
