The National Parks and Wildlife Service staff of my Department have been engaging with this issue over the last year and a half. Kerry County Council have stated that it is not their policy to provide the facilities to which the Deputy refers on public roads. The control of livestock is the responsibility of the landowner. Other options of controlling livestock movement include fencing and herding.
