351. Deputy Brendan Howlin asked the Minister for Defence the timeline proposed for the independent commission on defence as proposed in the programme for Government; if the terms of the commission have been discussed; if the terms will be published in advance of the commission being set up; and if he will make a statement on the matter. The recently agreed Programme for Government provides for the establishment of an independent Commission on the Defence Forces. The Commission is to be established before the end of this year, with a mandate to report within twelve months. A consultation process will be undertaken prior to finalisation of the Commission's terms of reference, which will be published following Government approval.
