103. Deputy Johnny Mythen asked the Minister for Housing, Local Government and Heritage if local authorities will be instructed to consult with all stakeholders when issuing exploratory offshore licences to national or international companies particularly local fishing communities and local businesses. In respect to issuing of and consultation on exploratory offshore licenses the local authorities have no functions in this regard.  Functional responsibility of the local authorities ends at the high water mark and the seaward side out to 12 nautical miles is a shared responsibility, depending on the activity being licensed, between myself and the Minister for Agriculture, Food and Marine under the Foreshore Act 1933, as amended.
