Any public road can be used to either conduct driving lessons, driving tests or practise driving, once the learner driver is operating within the rules of the road and is accompanied by a suitably qualified driver at all times.

I have no power to issue instructions to the RSA regarding routes of driving tests. Driving instructors are private individuals and I have no power to issue instructions to them on where they conduct their business.
