Deputy Patrick Costello asked the Minister for Tourism, Culture, Arts, Gaeltacht, Sport and Media the reason for moving indoor visitor attractions to level 2 in COVID-19 Resilience and Recovery 2021 - The Path Ahead which is an increase from level 3 under which they previously operated; and if she will make a statement on the matter. Since September 2020, the Government has been applying restrictions in line with the Framework for Restrictive Measures contained in the Resilience and Recovery 2020-2021: Plan for Living with COVID-19 and included again as an Appendix to the recent COVID-19 Resilience and Recovery 2021: The Path Ahead.

Public Health advice is clear that this Framework continues to provide an appropriate mechanism to guide decision-making, but experience over the last number of months has underlined the importance of it continuing to be applied in a flexible manner, adapting measures to address the public health risk at a given time in addition to any specific contextual considerations.

Accordingly, the application of the Framework by Government at any given time (including the instance referenced by the Deputy) is informed by that approach
