350. Deputy Neasa Hourigan asked the Minister for Transport the policy with regard to use of contraflow systems during scheduled closures of a single bore of the Jack Lynch Tunnel in Cork; if an assessment has been done to measure the impact that not implementing a contraflow system has on residential neighbourhoods such as the Lower Glanmire Road when HGVs are consequently diverted through the city at night-time; and if he will make a statement on the matter. As Minister for Transport I have responsibility for overall policy and securing exchequer funding in relation to the National Roads Programme. Under the Roads Acts 1993-2015 and in line with the National Development Plan (NDP), the operation and management of individual national roads is a matter for Transport Infrastructure Ireland (TII), in conjunction with the local authorities concerned. This is also subject to the Public Spending Code Guidelines and the necessary statutory approvals. In this context, TII is best placed to advise you with respect to the Jack Lynch Tunnel in Co. Cork.
