The Integrated Care Programme for the Prevention and Management of Chronic Disease (ICPCD) leads out in the development and implementation of a model of care for the Integrated Prevention and Management of Chronic Disease in Ireland. The ICPCD focuses on improving the standard of care for four major chronic diseases, Diabetes, Asthma, Chronic Obstructive Pulmonary Disease (COPD) or Cardiovascular disease. The Chronic Disease Management programme, introduced by the 2019 GP agreement, provides GP led care for GMS patients with one or more of those chronic diseases.

The HSE National Renal Office is responsible for planning, co-ordinating and managing renal services across the country. The National Renal Office is embedded within HSE Clinical Design and Innovation team and fosters the integration of renal services with Acute and Community Chronic Disease management Programmes. Patients are treated under the clinical governance of the Parent Renal Units and may receive treatment in one of the National Haemodialysis Facilities across the country or via home therapy in their own home. There are currently no plans to combine these services.

The government is committed to improving the lives of people with disabilities and their families through enhancing the quality of services and supports they receive.

The Review of Disability Social Care Demand and Capacity Requirements up to 2032 is an essential tool that documents the scale of current and future need for services and supports.

The Review provides a wealth of data and analyses of the supports and services that are needed and where we need to focus our resources. This will be a key building block for the government’s plans for the delivery of health services and supports into the future. A key finding of the review is that an average of 90 new residential places will be needed every year from 2020 to 2032 to cater for changes in the size and age structure of the disability population.

It is one of the many cross governmental plans needed to support people with a disability living their lives to the fullest and in the way they want to. It’s important we continue all the good work already underway to reframe our disability services around individuals’ hopes and needs, delivering genuinely person-centred services.

The Programme for Government sets out an ambitious agenda for the provision of disability services. In Budget 2021, the Government allocated over €2.2 billion for specialist disability services, including €100m in additional funding to enhance services and supports, reflecting the Government’s commitment in this area. An additional 102 new residential places are being provided for in 2021 based on priority need.

The provision of the additional residential places is one of many measures that Government supports for people with disabilities. The level of funding available for the Department of Health in 2022, and the quantum of services to be provided by the HSE, is being considered as part of the national budgetary process and HSE National Service Planning.

These services are provided by independent dental practitioners who have a contract with the HSE. Approximately 1,200 contracted dentists provide oral healthcare to medical card holders under the Dental Treatment Services Scheme (DTSS). From March 2020 until mid-August 2021, approximately 250 dentists left the Scheme. The HSE advise that dentists have been leaving the Scheme for a range of reasons and that dentists are also applying to join the Scheme. The HSE will assist anyone experiencing problems accessing a service.

The approach to future oral health service provision will be aligned with Smile agus Sláinte, the National Oral Health Policy (2019). The aim of the policy is to develop a model of care that will enable preventative approaches to be prioritised, improve access, and support interventions appropriate to current and future oral health needs.

The current DTSS is based on outdated approaches from the 1990s and is no longer suitable. I am committed to ensuring the sustainability of the DTSS, but recognise that it needs to be aligned with the best international evidence and practice, as outlined in the new Policy. The COVID-19 pandemic has caused the roll-out of the National Oral Health Policy to be delayed, and the proposed review of the DTSS contract to be deferred. Officials in my Department and from the HSE are currently engaging with the Irish Dental Association on matters relating to the provision of services under the DTSS.
