Deputy Rose Conway-Walsh asked the Minister for Further and Higher Education, Research, Innovation and Science further to Parliamentary Question No. 806 of 9 September 2021, if the technological university or institute of technology will retain ownership of the infrastructure when completed; and if he will make a statement on the matter. The contract type envisaged for the Higher Education PPP Programme is a Design, Build, Finance, Maintain and Operate (DBFMO) contract.

In that context, the assets remains in the ownership of the State after construction with a licence given to PPP Co to enter and occupy land. The licence will allow the PPP Co. to fulfil its obligations to deliver the facilities and services which will include the construction period and also the operating and maintenance of the building over the 25 year period.
