244. Deputy Catherine Murphy asked the Minister for Finance the number of persons who paid the domicile levy in 2018, 2019 and 2020 and to date in 2021; the amount collected under the levy in the same period; the number of persons who are declared non-resident for tax purposes; the number of those who qualified for the domicile levy in 2018, 2019 and 2020 and to date in 2021; and if he will make a statement on the matter. I am advised by Revenue that the number of persons who paid the Domicile Levy for the years 2017 to 2020 and the amounts paid is set out in the table below. Returns and payments in respect of 2021 are not due until 31 October 2022. The number of persons for 2018 and 2020 are expressed in the table as less than 10 to ensure taxpayer confidentiality is not compromised.

It is not a requirement to confirm tax residency when completing a Domicile Levy tax return, therefore it is not possible for Revenue to provide the information requested by the Deputy regarding the number of persons involved that are ‘declared non-resident for tax purposes’.
