View answerThe Waste Framework Directive (WFD) provides that, in certain circumstances, a material may be considered as a by-product rather than a waste, and the circumstances in which a material may achieve “end-of-waste” status. The Environmental Protection Agency has statutory responsibility for decision making in relation to by-products and end-of-waste notifications.
