In Budget 2022, the Minister secured annual investment of €195 million to enable the continued delivery of the Enhanced Community Care Programme. This level of investment in primary care development and reform is unprecedented and supports a significant reorientation of the healthcare system to deliver the right care in the right place at the right time.

The expansion of primary care capacity is key to delivering the Enhanced Community Care Programme, with approximately 1,500 additional health and social care professionals to be recruited, including Speech and Language Therapists and Occupational Therapists, out of a total of 3,500 new staff.

The cumulative impact of Covid-19coupled with the impact of the cyber-attack had a substantial impact on the HSE’s ability to meet original recruitment targets for 2021. However significant improvements in recruitment have been achieved in the latter part of 2021 and, by year end, approximately 640 health and social care professionals were onboarded or in advanced recruitment.

The HSE is seeking to address any recruitment challenges by accelerating the domestic recruitment campaigns, by providing dedicated services and HR supports to Community Healthcare Organisations (CHOs), increasing international recruitment opportunities and developing a health and social care professionals career pathway for specialists and advanced practitioners.

Further recruitment campaigns are underway under the Enhanced Community Care Programme, and progress is being monitored on an ongoing basis.

Regarding improving access to courses the HSE National Health and Social Care Professionals Office produced the Report on Health and Social Care Professions Practice Education During and Post Covid-19 in 2021 which describes the long-standing and Covid-19 related issues and potential solutions with regard to securing sufficient practice placements for health and social care professionals including speech and language therapists and occupational therapists.

Another separate report was completed by the HSE in 2021 with regard practice education for clinical psychologists. The National Health and Social Care Professionals Office is actively engaged with key stakeholders to address capacity issues for practice education for Health and Social Care Professionals.

Firstly I would like to extend my sincere gratitude to all healthcare workers for their efforts during this most challenging period.

In recognition of the efforts of the general public, volunteers and all workers during the Covid-19 pandemic and in remembrance of people who lost their lives due to the Covid-19 pandemic, on Wednesday 19 January, the Government announced a once-off public holiday will take place on Friday 18 March 2022.

The Government also announced Covid-19recognition payment for frontline public sector healthcare workers, to recognise their unique role during the pandemic. The payment of €1,000 will not be subject to income tax, USC, or PRSI. The measure will be ring fenced to staff ordinarily onsite in Covid-19 exposed healthcare environments within the period between 1 March 2020 and 30 June 2021.

Those public sector frontline healthcare workers eligible for the payment will be directly employed public health sector staff working in clinical settings. A pro-rata arrangement will apply for eligible part time staff / equivalents and supernumerary students who were required to perform training in clinical sites.

The Department of Health will also introduce a measure for making a similar payment to staff in private sector nursing homes and hospices that were affected by Covid-19.

I would like to assure the Deputy that work is underway to ensure fairness in the application of this measure as the Government intended.

The cost of providing a recognition payment of €1,000 to all eligible public servants working in the health and ambulance services depends on the number of staff who are eligible for the payment. If there were 100,000 WTE deemed eligible, the estimated cost would be approximately €100 million. This figure of 100,000 WTE represents approximately 75% of the HSE/Section 38 workforce and would be the minimum expected to be eligible for this recognition payment.

Similarly, the cost of providing an equivalent recognition payment to relevant staff in private sector nursing homes and hospices affected by Covid-19 depends on the number of staff deemed eligible for the payment. The estimated cost set out above does not include the cost in respect of nursing homes and Defence Forces staff. This measure, including costings, will be progressed by the Department of Health.

The Department and the HSE are currently engaging in finalising arrangements to give effect to the Government announcement concerning the Recognition Payment. Full particulars, eligibility and terms and conditions that apply to this payment shall be made available shortly. It is important that this measure is applied fairly as intended and I welcome the work that is ongoing to ensure this is so.

Finally I would like to thank the Deputy for raising this matter however you will understand that the Department of Health cannot comment on individual cases.

This funding has been used to facilitate developments across cancer prevention, diagnosis, treatment and patient supports.

The implementation of the National Cancer Strategy is a Programme for Government commitment and is part of the implementation of Sláintecare. We have seen significant progress on the implementation of the Strategy over the past four years, with clear evidence-based policy direction from my Department and strong implementation by the HSE's National Cancer Control Programme (NCCP).

A Digital COVID Certificate is issued following a medical event related to Covid-19 (vaccination, recovery or testing) in the EU Member State. Digital COVID Certificates are issued to persons by email or post to persons vaccinated in Ireland for both primary series and booster vaccinations.

Digital COVID Certificates, for which the required data and an email or a postal address is available, are now being issued. Data quality checks are being completed for any remaining certificates to ensure all relevant details are included in the vaccination system.

Any individual, vaccinated in Ireland, who have yet to receive a Digital COVID Certificate by email or post, should contact the DCC helpline 1800 807 008 (or +353 76 888 5513 when calling from abroad) for assistance and to ensure all details in the system have been updated.

The Health Products Regulatory Authority (HPRA) leads in the coordination of efforts by national agencies to manage medicine shortages in Ireland. The Authority has developed a now well-established, multi-stakeholder Medicine Shortages Framework and coordinates all stakeholders to share information in order to prevent or mitigate the impact of medicine shortages when they occur.

The HPRA has not been notified of any shortages relating to the three authorised Epilim Chronosphere medicines. Sanofi, the company that places the product on the market, has confirmed that there are no shortages of the products, nor do they anticipate any imminent shortages. Wholesalers have also confirmed that they have stock of all three Epilim Chonosphere medicines. In the event that any pharmacy is having difficulty obtaining stock from their wholesaler, they can contact Sanofi, who will follow up as appropriate.

The HPRA hosts a list of medicines currently in short supply on its website (http://www.hpra.ie/homepage/medicines/medicines-information/medicines-shortages) with expected dates for return of supply. The information is made available to assist healthcare professionals in managing medicine shortages when they do arise and lessening the impact that they have on their patients.

Any patient who is affected by a shortage of a medicine is encouraged to speak with their pharmacist or doctor.

Under the Health Act 2004, the Health Service Executive (HSE) is required to manage and deliver, or arrange to be delivered on its behalf, health and personal social services. Section 6 of the HSE Governance Act 2013 bars the Minister for Health from directing the HSE to provide a treatment or a personal service to any individual or to confer eligibility on any individual.

The EU Digital COVID Certificate Regulation creates a framework for the issuing, authentication, and validity of certificates. The scope and parameters for issuing the certificates is laid out in REGULATION (EU) 2021/953.

A Digital COVID Certificate is issued following a medical event related to Covid-19(vaccination, recovery or testing) in the EU Member State. A Digital COVID Certificate cannot be issued for a medical event which did not take place. Only persons who received a booster, under the vaccination schedule of the EU Member State, can be issued a Digital COVID Certificate as proof.

The immunisation programme in Ireland is based on the advice of the National Immunisation Advisory Committee (NIAC). The NIAC makes recommendations on vaccination policy to my Department based on the prevalence of the relevant disease in Ireland and international best practices in relation to immunisation.

The NIAC has recommended that a booster dose of an mRNA vaccine (irrespective of whether the primary vaccination course was of an mRNA or adenoviral vector) be offered to those aged 16 years and older with the rollout now underway.

The NIAC will continue to examine emerging evidence regarding booster vaccines and will make further recommendations if required.

Advice for close contacts of Covid-19cases is set out within the Health Protection Surveillance Centre (HPSC) National Interim Guidelines for Public Health management of Covid-19cases and contacts. This guidance was recently updated in view of the very large volumes of disease that are being experienced in Ireland, and taking account of the updated European Centre for Disease Prevention and Control (ECDC) guidance on cases and close contacts (January 2022). The national guidance in relation to close contacts takes into account a range of factors, including levels of immunity acquired through vaccination and/or previous infection. National guidance for the public health management of Covid-19cases and contacts is kept under review in light of evidence in relation to Covid-19 and the evolving epidemiological situation.

HIQA has advised my Department that it is aware of the recent reports pertaining to Orpea and its operations in France. HIQA has further advised that Orpea is not the registered provider of any nursing home in Ireland and as such, is not subject to regulation by the Chief Inspector of Social Services. That said, Orpea is the parent company of a significant number of companies registered to operate nursing homes in Ireland, and these companies are therefore subject to the regulatory oversight of the Chief Inspector.

Orpea Ireland has engaged with the Chief Inspector and provided assurances that the issues under investigation in France have no bearing on operations in Ireland.

The Chief Inspector has statutory responsibility for independently regulating Nursing Homes for compliance with Regulations and the National Standards for Residential Care Settings for Older People. As the independent regulator of nursing homes, the Chief Inspector determines the appropriate approach and interventions required to monitor and ensure compliance with the regulatory framework. The Chief Inspector will continue to maintain oversight of all nursing homes in Ireland through inspection and the receipt and review of information. My officials and I will continue to engage with HIQA in regard to its functions and activities.
