The National Transport Authority (NTA) has responsibility for the planning and development of public transport infrastructure, including the provision of bus stops/shelters.

Deputy Carol Nolan asked the Minister for Transport the number of persons employed by his Department and bodies under the aegis of his Department with a rate of pay below the living wage of €12.30; the role that those persons occupy within his Department or relevant body; and if he will make a statement on the matter. There are 46 full-time staff members employed by this Department who earn less than the living wage of €12.30 per hour. All of these staff members are currently on incremental payscales which will see their rate of pay rise to above the living wage after 4 years of service.

42 staff members in this cohort are serving at Clerical Officer level.

4 staff members in this cohort are serving at Service Officer level.

In addition, 5 staff members are currently earning below €12.30 per hour due to the impact of leave arrangements on their pay. Their earnings will exceed the living wage when these leave arrangements cease.

Policy in relation to the determination of salary rates for all public servants, including staff in the agencies under the aegis of the Department, is a matter for the Minister for Public Expenditure and Reform.

I have asked the Agencies under my aegis to provide the information directly to the Deputy. If you do not hear back from the Agencies within 10 working days please contact my office.

357. Deputy Thomas Gould asked the Minister for Transport the number of applications under the eSPSV22 scheme; the number that were successful; and the number of remaining grants available. [19671/22]

The aim of the Electric Small Public Service Vehicle (eSPSV) Grant Scheme is to support the greening of the taxi sector. It is aimed at improving air quality in urban areas, reducing the CO2 emissions of a sector which typically has very high mileage, and also can positively influence the uptake of zero emission passenger cars by improving general perception and awareness of the benefits of electric vehicles.

The SPSV industry is regarded as a champion in the normalisation of electric vehicle use. The Scheme is funded by the Department and administered by NTA acting as agents of the Department with delegated authority and as the licensing authority for SPSVs. €15m was allocated in 2022 to support SPSVs to switch to electric. The scheme is kept under continuous review and is currently paused to allow for the drawdown and payment of provisional grant offers.

358. Deputy Ciarán Cannon asked the Minister for Transport if he will supply data on the amount of funding allocated to each local authority for the provision of safe passing of cyclists signage; and the amount expended by each local authority to date. [19672/22]

The improvement and maintenance of regional and local roads is the statutory responsibility of each local authority in accordance with the provisions of Section 13 of the Roads Act 1993. Works on those roads are funded from the Council's own resources supplemented by State road grants, where applicable. The initial selection and prioritisation of works to be funded is also a matter for the local authority.

Following the introduction of a new cycle "safe pass" sign, funding for the installation of the signage has been provided to eligible local authorities since 2020.

Details of the regional and local road grant allocations and payments to local authorities, including safe passing of cyclists signage, are outlined in the regional and local road grant booklets which are available in the Oireachtas Library.

As Minister for Transport, I have responsibility for policy and overall funding in relation to public transport; however, I am not involved in the day-to-day operations of public transport.

The issue raised by the deputy in relation to an online ticket booking facility for Bus Éireann routes 345 and 323 is an operational matter for Bus Éireann.

I propose to take Questions Nos. 360 and 361 together.

My Department through the National Vehicle and Driver File (NVDF) maintains a record of the ‘registered owners’ of motor vehicles. The Road Vehicles (Registration and Licensing) (Amendment) Regulations 1992 (SI No. 385 of 1992) and amendments made thereon set out the procedures regarding notification and recording of change of ownership, and indeed change of address.

To change an address, the vehicle owner must submit their Vehicle Registration Certificate (VRC), with the new address details, to my Department’ s offices in Shannon, County Clare for update onto the NVDF. That office will then issue a new VRC to the new address details provided.

In circumstances where An Post are unable to deliver the relevant document to the vehicle owner, the document is returned to the  Department’s office in Shannon  and a note is placed on the vehicle record noting non-delivery of the item, and the reason it has been returned. This enables the document to be re-issued where the vehicle owner indicates that the initial address was incomplete or inaccurate etc.

The records on the NVDF indicate that a notification of change of address for the vehicle in question was received on 9 September 2021, with a new VRC issued to the address provided on 13 September 2021. In this instance the NVDF records do not indicate that the VRC was returned to the Department un-delivered by An Post .

Article 19 of the aforementioned legislation sets out the legal requirements for the application and issue of replacement documents. Notwithstanding those requirements, my Department’s officials in Shannon have arranged for another VRC to be generated and issued to the individual concerned at their new address.

363. Deputy Patrick Costello asked the Minister for Transport if he will legislate for direct vision standards in HGVs to ensure the safety of pedestrians and cyclists using public roads and pathways. [19813/22]

The development of Advanced Driver Assistance Systems (ADAS) such as direct vision for HGVs that can help to protect vulnerable road users is constantly evolving.

Indeed, only in the last few weeks it has been agreed by a committee of the United Nations Economic Commission for Europe (UNECE) to put forward a draft direct vision regulation for approval at an upcoming working party meeting. These regulations are part of a larger group of regulations at European and UNECE level known as General Safety Regulations that have direct effect in Ireland.

Presently there is no plan to include direct vision regulations at a national level. However, my department together with the Road Safety Authority, will continue to keep developments in this area at both UN and EU levels under constant review.

There are a number of staff on secondment to agencies under the remit of my Department, including the Marine Casualty Investigation Board, strengthening links between the Department and its agencies. There are also several staff seconded to other Government Departments including the Department of Foreign Affairs to resource the Permanent Representation in Brussels etc. and a small number of staff are seconded as national experts to the EU Commission. These EU Commission posts allow the department to have input into EU policy and legislative proposals.

The duration of staff secondments to other Government Departments vary as they may be terminated at relatively short notice, or extended, by agreement with the other Department and the staff member concerned. In accordance with Department of Public Expenditure and Reform rules, during periods of secondment, staff maintain their terms and conditions of employment including their civil service grade and when the secondment period ends they return to the Department at that grade.

daa International (daaI) recently won a major multi-million euro contract to lead and advise on operations of King Abdulaziz International Airport in Jeddah, Saudi Arabia.

This is a significant contract for daaI, which they secured amid strong international competition that included several high-profile airport operators from Europe, Asia and Africa. daaI also worked with the Irish Embassy in Riyadh for local advice which informed their strategy.

The Government has a number of human rights concerns with regard to Saudi Arabia, including the use of the death penalty and freedom of expression. The Government has been very frank about raising these concerns and has done so both in bilateral discussions with the Saudi authorities, and in appropriate international fora such as the EU-Saudi Arabia Human rights dialogue which was recently established and met for the first time in 2021.

The Government believes that this will be a valuable forum for raising concerns around human rights, and pressing for progress.

I wish to advise the Deputy that daa has statutory responsibility to operate, manage and develop Dublin Airport. As a regulated entity daa is required to operate the airport effectively and efficiently.

Staffing, recruitment and terms and conditions of employment are an operational matter for daa.

369. Deputy Kathleen Funchion asked the Minister for Transport if there are plans to alleviate the fuel costs been experienced by taxi drivers; and if there are plans to increase the set charge that taxis can charge. [19918/22]

As the Deputy may be aware, in relation to the rising cost of fuel, the Government announced, on March 9th last, a temporary reduction in the excise duties charged on petrol, diesel and marked gas oil. Excise duty was reduced by 20 cent per litre of petrol and 15 cent per litre of diesel. These reductions are in place until 31 August 2022 and should help to reduce the operating costs of non-electric SPSVs.

The maximum fares that may be charged by the driver of a taxi in respect of a journey undertaken in the State are established by the National Transport Authority by way of Maximum Fare Orders made under section 24 of the Taxi Regulation Act 2013. There is no role for the Minister in this process.

The current applicable order is the Taxi Regulation (Maximum Fares) Order 2017, which took effect on 1 February 2018, and I can confirm to the Deputy that the NTA’s work on reviewing the maximum fares established under this order is well underway.  The objective of the Maximum Fare Review is to determine whether changes need to be made to the current level of maximum fares in response to market changes facing the taxi industry, as well as changes in annual taxi operating costs.  Fuel costs are a major contributor in considering any such fare increases. 

The NTA has confirmed that it is endeavouring to conclude the review process as quickly as possible in 2022, whilst still ensuring that all steps, including a consultation process, are appropriately completed.

No arrangement of the nature described is in place in any motor tax office. The Deputy may be referring to the process for issuing a replacement disc where a disc issued on foot of an online application was not received in the post. In such circumstances, the procedure is that the replacement disc is issued by the local motor tax office.

My Department has been advised by ESB eCars that upcoming changes to their pricing system will take effect on Thursday 5th May.  These changes are driven by the unprecedented and ongoing increases in energy costs over the past 12 months.

ESB’s charging network is exposed to price changes in the wholesale energy market. Despite significant price increases in the wholesale market over the last 12 months, ESB has not increased its prices since it introduced pay for use on the public charging network in October 2019. Up until then the public charging network was free to use for the previous 10 years.  

From 5th May there will be an increase on transactions across all their payment plans when you charge your electric vehicle (EV) using the ESB public charging network in Ireland. Charging in Northern Ireland will continue to be free to use in the short term while ESB eCars continue their comprehensive network upgrade programme.

80% of all EV charging is done at home. For a sample return journey from Galway to Dublin (400km) most EV owners, if charging at home, would only require a small top up charge of 60km from ESB eCars fast chargers. Even with 100% charging from a fast charger, ESB eCars estimated that using a PAYG plan the cost would be €26.67. This compares to a diesel car cost of €37.34 for the same trip. 

As can be seen from the example above, the overall fuel cost of travelling with an EV remains much lower when compared with an ICE equivalent, and even more so when home charging is the main charging source. As such, while an increase in price, this is not expected to impact unduly on the transition to electric vehicles.

As Minister for Transport, I have responsibility for policy and overall funding in relation to public transport; I am not involved in the day-to-day operations of public transport, nor decisions on fares. It is the National Transport Authority (NTA) that has responsibility for the regulation of fares charged to passengers in respect of public transport services, provided under public service obligation (PSO) contracts.

In recognition of the importance of incentivising young people to use public transport, as part of Budget 2022 I secured €25m of funding to provide for the introduction of a young adult card (YAC) which will allow any person nationwide who is between 19 and 23 years old, to avail of an entitlement for discounted travel costs, and to increase the level of discount over and above the current student discount to an average of discount of 50% across all services, including city, intercity and rural services. 

It is envisaged that the YAC will initially be made available on PSO services, and then broadened to include commercial operators at a later date.  This will not only promote modal shift in the transport sector among this age group but should also contribute towards a reduced reliance on private transport with associated benefit of transport emission savings.

Deputy Holly Cairns asked the Minister for Transport if his Department and public bodies and agencies that operate under his remit facilitate internships by students engaged in full-time or part-time further and higher education courses; if so, the number of interns his Department and public bodies and agencies that operate under his remit accept annually; if any or all of these interns receive remuneration of any kind; and if he will make a statement on the matter. Student interns are remunerated at the first point of the Clerical Officer payscale.

My Department has facilitated internships, both in partnership with third-level institutions and with individual students engaged in full-time or part-time further and higher education courses. Partnership arrangements with third-level institutions were suspended during the period of the pandemic when the majority of Department staff were working remotely. My Department  however, continued to support internships on an ad-hoc basis where business needs were identified during this period.

My Department is currently considering proposals in regard to the reintroduction of the partnership arrangement with third-level institutions.
