251. Deputy Joe McHugh asked the Minister for Housing, Local Government and Heritage the legislative sequencing through both Houses of the Oireachtas for the defective blocks scheme; when the President will sign off on the scheme; when the scheme will be implemented; and if he will make a statement on the matter. Following on from the Government decision of the 30 November 2021 in respect of the enhanced defective concrete blocks grant scheme, the Government approved the Remediation of Dwellings Damaged by the Use of Defective Concrete Blocks Bill 2022 on 21 June 2022.

The purpose of this Bill is to implement and give legislative underpinning to a series of measures to improve and enhance the scheme as agreed by Government on 30 November 2021. The Bill is currently before Dáil Eireann at Second Stage and the second stage debate took place on Thursday 30 June 2022.  Subject to the vote on Second Stage, it is proposed that the Dáil Committee and Report Stages will be taken together on Wednesday 6 July.  The Bill will then proceed to the Seanad.

I intend to progress the legislation before the end of term in order to ensure that we can have the scheme ready for homeowners to access by the end of the year.
