Ministers Noonan and Donohoe to appear before Select Committee on Arrangements for Budgetary Scrutiny

Minister for Finance Michael Noonan, TD and Minister for Public Expenditure Paschal Donohoe TD will appear before the Select Committee on Arrangements for Budgetary Scrutiny tomorrow Wednesday, 15th June 2016 in Committee Room 3, Leinster House at 11am.

Chair of the Committee, John Paul Phelan TD said: “The Select Committee is a preliminary committee which has been established to to examine ways in which the Houses of the Oireachtas and its Committees can engage in the budgetary process so as to exercise influence and achieve accountability. The whole manner in which the Oireachtas exercises oversight on budgetary matters has been subject to a lot of criticism most recently in an OECD Report. In response to that Report the Government has agreed a number of changes to the budgetary process and tomorrow the Committee will get a chance to go through these with the two Ministers. The extent to which Oireachtas Committees can get early engagement on budgetary decisions and the extent to which information is made available to the Oireachtas will form the central part of our discussions tomorrow. Before we meet with Ministers Noonan and Donohoe, the Committee will receive legal opinion on Constitutional issues that limit the ability of private members to bring forward proposals that involve a charge on the revenue or on the people.”

At 3pm in Committee Room 1, the Committee will hear from Robert Chote, Chairman of the Office of Budget responsibility in the UK.
