Joint Committee on Enterprise, Trade and Employment to discuss ‘Duffy Cahill Report’

The Joint Committee on Enterprise, Trade and Employment will meet tomorrow, Wednesday, 4 November, to discuss issues related to the redundancy process in the context of the Duffy Cahill Report, an Expert Examination and Review of Laws on the Protection of Employee Interests when assets are separated from the operating entity.

The meeting at 9am in Committee Room 2 of Leinster House will hear from the authors of the report, Kevin Duffy and Nessa Cahill.

Committee Chairman Deputy Maurice Quinlivan said: “The Duffy Cahill Report was presented to the then Minister in March 2016 following concerns around the redundancies of the former Clerys’ employees. The authors made a number of proposals to enhance the statutory protections and entitlements of employees made redundant in a situation where assets of a business are separated from the operating company.

“These proposals included redress for failure to consult employees, powers to recover assets or proceeds where insufficient funds were left for payment of employees’ entitlements, and enhanced redundancy payments for workers made redundant in such situations. These recommendations have yet to be implemented in legislation.

“The Committee looks forward to discussing the report with Mr Duffy and Ms Cahill, as well as issues arising out of the delay in implementing their proposals.”

The Joint Committee on Enterprise, Trade and Employment has 14 Members, nine from the Dáil and five from the Seanad.
