Joint Committee on Enterprise, Trade and Employment to Pre-Legislative Scrutiny of the General Scheme of the Control of Exports Bill 2021

The Joint Committee on Enterprise, Trade and Employment will meet tomorrow, Wednesday, 29 September, to begin Pre-Legislative Scrutiny of the General Scheme of the Control of Exports Bill 2021.

The meeting at 9.30am with officials from the Department of Enterprise, Trade and Employment will be broadcast from Committee Room 1 of Leinster House.

Ahead of the meeting, Committee Cathaoirleach Deputy Maurice Quinlivan said: “The primary purpose of this Bill is to establish national export controls on military items, services and technology and provide for national measures to both compliment and supplement the EU Dual-Use Regulation. The proposed controls seek to balance the conduct of free trade and the functioning of open markets with maintaining international stability and security. 

“Proposed controls include exports of goods and items and software, as well as tangible and intangible technologies. The Control of Exports Bill 2021 will fulfil Ireland’s EU obligations to have common licensing requirements and procedures for the export of dual-use items. It will also give legal effect in Irish law to the Council Common Position on activities involving military items. 

“The Committee welcomes this opportunity to examine this legislation and looks forward to engaging with the officials from the Department.”

The Joint Committee on Enterprise, Trade and Employment has 14 Members, nine from the Dáil and five from the Seanad.
