Committee of Public Accounts to examine 2023 Financial Statements of Land Development Agency

The Committee of Public Accounts (PAC) will meet tomorrow, Thursday, 10 October, to examine the 2023 Financial Statements of the Land Development Agency (LDA).

The meeting at 9.30am in Committee Room 3 of Leinster House will be joined by the Comptroller and Auditor General, Mr Seamus McCarthy; representatives of LDA led by the CEO, John Coleman; and officials from the Department of Housing, Local Government and Heritage.

During the afternoon session, beginning at 1.30pm, the Committee will consider correspondence and other business of the Committee.

Committee Cathaoirleach Deputy Brian Stanley said: “The Land Development Agency (LDA) is a State-owned Irish company established to facilitate the acquisition and development of affordable and social housing for rental or onward private ownership. To achieve this objective, the Agency provides property planning, design, construction, and management services. The LDA’s scale of operation – measured in turnover and net assets – increased tenfold between 2022 and 2023. Net assets at the end of 2023 were €896.1 million, compared with €88.7 million at end 2022.

“Key matters for examination by the Committee include the slow start to delivery of housing; the future direct delivery by the LDA of 10,000 homes; management of various projects at different stages of development; securing ownership and increasing construction on State owned lands; and maintaining partnerships with local authorities and private developers. The Committee looks forward to examining these and related matters with Mr Coleman and his colleagues.
