The Joint Committee on Enterprise, Trade and Employment chaired by Deputy Maurice Quinlivan has today Wednesday October 23rd, published its detailed scrutiny report on the Industrial Relations (Provisions in Respect of Pension Entitlements of Retired Workers) Bill 2024.
The purpose of the Bill is to modify and broaden certain rights and protections of retired individuals and specific representative associations in relation to industrial relations and trade disputes to allow for improved representation of retired workers concerning the management of certain pension schemes and to address related matters.
The proposed amendments are designed to ensure that retired workers have a stronger voice and better protection regarding their occupational pension schemes.
This legislation will facilitate improved representation of retired workers in managing specific pension schemes and address related issues.
Speaking on the report, Committee Cathaoirleach Deputy Maurice Quinlivan said: “The Bill began as a Private Members’ Bill, sponsored by Deputy Bríd Smith and seeks to expand and enhance the rights and protections of retired workers and their representative organisations in the context of industrial relations and trade disputes.”
“In conducting pre-committee stage detailed scrutiny of this Bill, the Committee held a public meeting which provided an opportunity for Members and witnesses to discuss the provisions of the Bill. The Committee had an opportunity to hear directly form the sponsor of the Bill, providing further insights into legislative intent and the impact of the proposed measures.”
“The Department of Enterprise, Trade and Employment (DETE) conducted extensive public consultations, which were welcomed by the Committee. These consultations provided a broad range of perspectives and feedback from various stakeholders, ensuring that the Bill is robust and reflective of the needs and concerns of all stakeholders.”
“Members also sought a legal opinion from the Office of the Parliamentary Legal Advisers (OPLA) to ascertain the legal and constitutional impacts of the proposed legislation. Additionally, the Committee has welcomed the Briefing Paper from the Library and Research Service.”
“After reviewing the evidence presented to the Committee during the detailed scrutiny of the Bill, I am optimistic that these aspects will be thoroughly examined should it advance to Committee Stage, following the recommendation of the Select Committee.”
