Joint Committee on Climate, Environment & Energy calls for submissions from the public as part of its Pre-legislative Scrutiny of the Renewable Heat Obligation Bill.

As part of its Pre-Legislative Scrutiny process, the Joint Committee on Climate, Environment & Energy is inviting submissions from Members of the Public, Stakeholders and interested parties.

The Joint Committee chaired by Deputy Naoise Ó Muirí will examine the Government’s proposed legislation, the Renewable Heat Obligation Bill, which will provide a legislative basis for the Renewable Heat Obligation Scheme (RHO). The RHO will obligate suppliers of fossil fuels used for heat to demonstrate a proportion of the energy they supply is from a renewable source. This aims to support emissions reductions in the heat sector and contribute towards meeting national climate and energy targets.

The Joint Committee will consider any suitable written submissions received and may decide to invite a number of contributors to public hearings, should it be considered necessary. The closing date for receipt of submissions is 5pm on Sunday, 26th October 2025.

The Joint Committee on Climate, Environment & Energy has 14 Members, nine from the Dáil and five from the Seanad.
