Joint Committee on Justice, Home Affairs and Migration to examine use of scrambler bikes and public safety

The meeting will take placed at 15:00 in Committee Room 1 of Leinster House. 

The Committee will hear from representatives of An Garda Síochána, the Road Safety Authority (RSA), the Irish Motorcycle Association, the Irish Road Victims Association and Martin and Siobhán Lynch, whose daughter Grace was killed in a collision involving a scrambler bike in 2023. 

Committee Cathaoirleach Deputy Matt Carthy said: “The dangerous and unlawful use of scrambler bikes is a matter of growing concern for communities across Ireland. 

Tragically, lives have been lost, people have suffered life-changing injuries, and many communities continue to endure intimidation and dangerous anti-social behaviour. 

On 1 April 2026, the Road Traffic (Control of Certain Vehicles) Regulations 2026, known as Grace's Law in memory of Grace Lynch, were signed into law. The regulations implement an explicit ban on scrambler use in any public place and strengthen existing provisions and powers of enforcement by An Garda Síochána. 

The Committee welcomes the opportunity to hear directly from Martin and Siobhán Lynch, whose courageous campaign following the death of their daughter Grace has been instrumental in bringing about legislative change. We will also hear from An Garda Síochána and the Road Safety Authority on the practical challenges surrounding enforcement, road safety and the implementation of Grace’s Law.

This engagement will allow the Committee to examine whether the current legislative and operational framework is sufficient to protect the public and what further measures may be required to improve safety and prevent future tragedies.”
