    10 May 1989 - Reading the Bill now, there is a faintly Orwellian tone to section 4 because we are beginning to stand...We have a certain duty to ourselves, to the Oireachtas and, indeed, whether it be the English or Irish...language, to ensure that what we put through the Houses of the Oireachtas is actually in coherent English...weapons, to have dangerous and offensive weapons, to threaten people with dangerous or offensive weapons...and those things which are offensive, dangerous and deadly but which are not firearms.

    22 Feb 1989 - The law at present has no effective control over offensive weapons other than firearms....offensive weapons such as knives, etc....Even though it has not crept in in this country, offensive weapons are used at all types of football...I notice that the Bill has two main sections — that stun guns and crossbows are brought within the Firearms...Other weapons which are prohibited under the Bill are flick knives.

First, I want to refer to section 17....I am pleased to see other offensive legislation, the Vagrancy Act, 1824, repealed....of that Act which I would commend to the Government's attention for immediate repeal, including the offensive...I accept the necessity to classify airguns as firearms, although in my relatively recent youth such weapons...toys, which perhaps has some risk attached to them, have now, of necessity, to be treated as dangerous weapons

    6 Dec 1989 - O'Dea When I mentioned the firearms and offensive weapons legislation, I was referring to the fact that...possession of various implements and weapons is dealt with in that Bill....In this Bill we are dealing with possession of housebreaking implements and I was comparing the way the...concept of possession has been dealt with in both Bills....with intent to use that weapon for criminal purposes.

    10 May 1989 - very good linguistic and other reasons, it is wrong that we should be seen in any way to be making offensive...understand from what the Minister said, is to remove the certification of crossbows which are very offensive...and lethal weapons....same categorisation as what we traditionally understand as firearms, being guns of a lethal sort....second to none in his mastery of the English language about it possibly being a clumsy way of defining firearms

    7 Mar 1990 - scoring any points but this problem was acknowledged by Deputy O'Keeffe during the course of Second Stage debate...I want to reassure Members that under existing statutory provisions there is a maximum penalty of 14...years for carrying a firearm or imitation firearm with criminal intent....absolutely essential for the superintendent to be sure that before allowing anybody to retain an old weapon...That is a matter of concern to the Government and to every Member in this House.
