Cullen It will not be open to them; the Valuation Office will decide....I am making it absolutely clear to the Valuation Office as well. There is absolute clarity in this....We will decide what is on the list under the definitions in the Bill and that will not be included.

I simply gave the background to the Deputy in the context of the Bill....During the preparation of the legislation, there was no opposition within Departments or the Valuation...that it encompassed what will be a very good valuation base....the valuation....I have made that judgment call in putting the Bill, on behalf of the Government, before the House.

The Bill is littered with these provisions....Excuse after excuse is being offered to the Valuation Office not to achieve the purpose of the Bill....It is all right for the Minister of State or the Valuation Office to say they know what is involved but...I have never seen a Bill so riddled with opt-outs.

McDowell This is a very important Bill....time in more than 100 years that we have passed such reforming legislation dealing with the issue of valuation...I am aware the Minister was primarily anxious to change the system to ensure valuations are carried out...on a more regular basis and so on and that he did not consider exemptions as the thrust of the Bill....I congratulate the Minister of State, his officials and the staff of the Valuation Office for their contributions

purchaser had already paid a deposit and signed a contract prior to the financial resolution of 15 June 2000...in writing prior to 15 June 2000....new tax in the case where the party in question is subject to a contract for a sale on the relevant valuation...contractually sold before 15 June was still subject to that same contract on 6 April 2001 or some later valuation...in the 1998 Bill.
