I also welcome the Bill in general....It is important that we do not view the Bill in isolation....I wholeheartedly support the Bill, but I will raise some concerns....job with Kilkenny County Council because of five non-convictions relating to alleged criminal damage, road...traffic matters and theft, all cases of which were struck out without evidence being heard.

This is an important Bill....This is covered by the Bill....It should be borne in mind that once the Bill is enacted, organisations that are compliant with the Bill...Senator Norris raised the issue of the appropriateness of dialogue in connection with major road traffic...I commend the Bill to the House.

I will now highlight the purpose of the Bill....the Public Service Management (Recruitment and Appointments) Act 2004; the Taxi Regulation Act; the Road...by the provisions in the Bill....Similarly, many road traffic convictions may become spent convictions, but again these may be relevant...I commend the Bill to the House.

Senator David Norris In general I welcome the Bill....With regard to the question of traffic offences, for example, I suppose a minor traffic conviction or...I do not see the point of that, particularly for minor traffic convictions....pitch once or twice a year and as a nominated parent she has to be vetted, whereas the woman up the road...I welcome the Bill.

The main object of the Bill is to ensure that in the interests of societal and inter-generational solidarity...admitted to a public hospital for a procedure and had an overnight stay there, for which he received a bill...When queried, the hospital authorities apologised and said they thought he had been involved in a road...traffic accident....It appears, for example, that extraordinarily large bills are issued for some medical procedures.

I have no problem with spending as long as it takes to go through the Bill, section by section, and listening...There is a distinction in the Bill between farm animals and other animals because, in dealing with compensation...I am trying to provide for authorised officers to make decisions in extreme situations, such as road...traffic accidents, if it is not possible to get a vet on the other end of the telephone.

I compliment the Minister and his team on introducing this Bill, the primary purpose of which is to give...That small number of people do tremendous work, and there are approximately 40 in the traffic corps....I have had many issues with the Road Safety Authority over the years but it and the traffic corps have...done a great job and reduced fatalities on the roads, although one is still too many....I am pleased to have had the chance to contribute to the debate on this Bill.

Considering the medical and care professionals included in the scope of the Bill, it is important we...The Bill deals with high level qualifications including clinical biochemist, dietician, medical scientist...However, we have a difficulty if there is only one-way traffic and everyone is moving out....That can have disturbing effects for people down the road....Those are my thoughts with regard to this Bill before us and the 2005 Act.

Networks are critical; they are the roads and the operators are the trucks....In terms of traffic on our roads, the gain that can be made is simple but powerful....Peak traffic loads define the size of the road network we need to build....If we can reduce peak traffic loads by 5%, we would probably get a two- to three-year break in road traffic...They will know it from their bills, which are broadly in line with what they have been in the past.

However, using standard road traffic legislation to deal with this matter would mean that we would be...number of campaigns running on television and the Internet and in cinemas on the subject of merging into traffic...There are major issues in Sweden, one of which relates to traffic policing....We must not try to use road traffic legislation to deal with illegal drug use....As I understand it, the forthcoming Bill will contain a number of provisions in this regard.

The commission's report included a draft Bill that subsequently became the Spent Convictions Bill 2007...and, more recently, the Spent Convictions Bill 2011, a Private Members' Bill brought before the Dáil...While those Bills contained many of the features of this Bill, it is widely recognised they were deficient...The amendment is aimed, for example, at the person who is convicted of a number of road traffic offences...the vetting Bill.

The Fianna Fáil Party broadly supports the Bill....I note also that the Minister acknowledged the Private Members' Bill introduced in the Dáil by Deputy...The Bill will bring us close to having a European standard of legislation for dealing with spent convictions...However, in my experience sentencing for road traffic and minor criminal offences shows a lack of consistency...Another Bill I debated vigorously at the time was the fisheries Bill dating from 2006.

a last resort and this Bill is a step in a similar direction....The fundamental problem with the Bill is that it does not expunge criminal records....One might even call this the "disregarding convictions in certain circumstances Bill"....In 2009, 3,601 sentence committals were for road traffic offences and represented one third of the total...go down the road of expunging sentences entirely.

As a body the AA claims to be neutral and is not concerned because it takes the view that road safety...chronic asthma because of the effects of smoking in cars in the same way as a child dying from any other road...I find it difficult to understand that under road traffic legislation a person is banned from using a...I think the Bill would be far more robust if it was being dealt with under road traffic legislation....An offence under the Bill may be brought or prosecuted by a member of the Garda Síochána.

I agree with Senators Keane and Hayden that this measure could have been introduced under road traffic...becomes law it will permit a garda to enforce the law in the same way he or she would enforce any other road...traffic violations....When the Bill is passed perhaps there could be interaction with schools....I commend the Bill, as all sides of the House have done.

Several important aspect of the Bill have been referred to by other speakers....Heavy vehicular traffic on roads is growing....It is also indicative of the heavy volume of traffic on the roads....It is also a good thing to see such traffic is not on the road during peak hours....It is no business of anyone else since they are not on the road and they are not road vehicles.

I welcome the Road Safety (Commercial Vehicle Roadworthiness) Bill 2012 and the associated improvements...I recognise the role played by the RSA, the local authorities, the Garda, road traffic organisations...of road deaths....For these reasons, I welcome the improvements the Bill will bring to this area....We should maintain as far as possible a safe road traffic network.
