business person is concerned about any of the services being offered they can get in touch with the Valuation...The most modern and up to date technology in the world will be used in this valuation process....The point made by Senator Cox about IT, the website, etc., is not an issue for the Bill but I am sure...I know the Valuation Office is very keen to be as open and transparent as possible and to get out the...For the first time the Bill specifically clarifies properties which are rateable.

Bill....Valuation Office spent some time touring the country....When that valuation base has been established the reference points for the valuation base will be within...I want to keep the valuation base up to date. This is a fundamental point....In that way we will never be in a position in which the valuation base will be questionable.

This system was the basis for the collection of over £450 million for local authorities in 2000....While we will always be delighted to see the bills coming down, we may see some bills going up....The Bill completely ignores information technology....It is a Bill designed to modernise the operation of the valuation system, to do away with the difficulties...I commend the Bill to the House.

That puts the ratepayer central to the process and involves the ratepayer directly with the valuation...officer with whom he or she can discuss in detail the way the valuation has been reached....previous position where the ratepayer was very much at the end of the process and is landed with the valuation...The valuation list is already available. When the new valuation is done we will see an adjustment in that....has to the Bill....When the valuation of the country has been completed in five years, we will no longer be in a situation...where it will take another 150 years for another valuation....We will continue to roll out the valuation in different areas so no area will have a gap between valuations

Cullen Both of these amendments relate to the requirements in the Bill on the appellant to provide an...the occupier with a copy of the valuation report and an opportunity to discuss the valuation....the valuation being appealed....In the context of the Valuation Office having made available its valuation report, it is only reasonable...that the appellant discloses his or her valuation.

Fleming I am pleased to speak on the Valuation Bill, 2000 which has been introduced by the Minister...The Bill has been in the pipeline for many years and for good reason....in County Laois from £74,585 in 2000 to £77,305 in 2001....Of the increase in rates payable in our county in 2001 as against the year 2000, 70% was directly attributable...However, that industry has been allocated an unfair burden of the rates bill wherever it operates.

Bonner I also thank the Minister for such a complex and far-reaching Bill....There were difficulties when small premises were rated with high valuations while neighbouring properties...This Bill will address this by dealing with local situations....There were cases where I felt the Valuation Office believed it was Senator Quinn's supermarket it was...I hope the Bill ensures that everybody is on the same level.

Cullen The provision in the Bill governing revaluation orders, the mechanism by which the commissioner...of valuation initiates a revaluation, is an enabling one to provide the maximum operational flexibility...Putting this requirement in the Bill would be undesirable....The amendments propose one valuation order for a number of rating authorities and would confine the commissioner...Some of the groupings within the regions may not be very suitable from a valuation point of view.
