contribution I raised the question of section 14(2)( b ) which states that one of the functions of the new authority...facilities for the promotion, encouragement, fostering, facilitation and regulation of the safe promotion of adventure...activities....Will the new authority also have functions to administer grants in relation to non-commercial operations...involving schools, the community or voluntary adventure activities?

The Taoiseach I agree with Deputy Finucane that all Stages of the Adventure Activities Standards Authority...Bill should be passed before the summer recess and I ask for co-operation from all sides to allow this...The dormant accounts Bill has not yet been published....The Bill will be published this session but I do not know whether it will be taken.

This Bill is most welcome and it is probably long overdue....With regard to the composition of the forum, local authorities should be represented on it and rescue...The list of adventure activities is wide-ranging and some of the hitherto less popular activities have...I am concerned about the exclusion of schools from the provision of adventure activities and I hope the...Minister of State will take into account the valuable role played by the rescue services and the local authorities

Finucane I welcome the Bill....I would like to pay tribute to the Association for Adventure Sports, AFAS, for the standards it sets...We have a great country and that is why these adventure centres will be improved under the Bill....the imposition of various charges, which is different to those operating under the Health and Safety Authority...and in these activities.

They are called adventure activities because they take place in the wild away from artificial environments...There are 13 activities listed in the Bill – hill walking, orienteering, caving, dinghy sailing, kayaking...There must be standards in order that there can be fun, risk and adventure but also safety....and measures directed towards the safe operation of adventure activities....Many of the activities mentioned in the Bill and others which I am sure will be added to the list in

Killeen I too welcome this Bill for the establishment of the Adventure Activities Standards Authority...In the event that an operation does not meet the standards, the authority will have the power to shut...The Association for Adventure Activities and the Irish Sailing Association had done great work in setting...If, as a result of this legislation, we raise the standards in the area of adventure sports we will see...Perhaps I should refer to other adventure activities not suitable to be covered by this legislation but

The Minister stated that its key purpose is the establishment of an independent adventure activity standard...The function of the adventure activity standard authority will be to promote, facilitate and regulate...the safety operations of adventure activities....The Bill defines all the adventure sports and some are dangerous....Under the Bill, adventure activity operators must register with the authorities.

not convinced that it is appropriate to impose a charge for the provision of these services by the authority...We do not know what the costs will be as they are not stipulated in the Bill....However, £300,000 per year could be quite an amount of money for adventure sports centres to collect...my recollection, it reported that operators expressed the view that if they had to pay fees to the authority...The Bill deals with adventure activities all of which involve an element of risk.

There is a great deal more to the activities of adventure centres than first meets the eye....activity providers for the services set out in the Bill....People who already keep good safety and quality standards without an authority to oblige them should...The organisations involved in providing adventure activities want the activity of raft building to be...promotion, encouragement, fostering and facilitation of adventure activities.
