(2) In the event of any of the said local authorities mentioned in the Schedule to this Act being dissolved...under the said Section 72 of the Local Government Act, 1925, at any time after a new election of members...the said sub-section (5) of the said Section 72 shall from and after such dissolution apply to the local...authority so dissolved as if this Act had not been passed.

The note at present is "Power to dissolve a local authority." That is objectionable....I suggest that it should be "Power to hold local inquiries and power to dissolve a local authority."...This Section does more than give the Minister power to dissolve a local authority....It gives power to hold a local inquiry and it is not to be assumed that local authorities do not desire

Under the 1941 Act, the Minister, for stated reasons, can abolish or dissolve a local authority....As far as I can follow this, what we are now discussing deals with an election in the case of a dissolved...or abolished local authority....of what we are now discussing is to increase the period within which an election is to be held for a dissolved...authority from three years to five years or is there something else in it?

Cogan I quite agree that the National Assembly should have authority over a local assembly; that is...to say, a local council, elected for a local area, should not have the right to defy the National Assembly...; but since the local council is elected on as democratic a basis as this House is elected on, the only...authority which should have the power to dissolve a local council is this House, by direct vote....authority should be dissolved.
