6 Nov 2019 - As I stated on Second Stage, I strongly support the Bill in general and welcome its return to the House...communities that surround them to collaborate to produce bespoke charters that will underpin how students, parents...Nevertheless, I propose a number of amendments with the aim of strengthening the Bill and hope they will..., either within his Department or more regionally, to work on resolving such issues among students, parents...is the motivation for amendment No. 3.

6 Nov 2019 - Deputy Joe McHugh The amendment provides that the national charter guidelines would have to include...They have different pupil and parent cohorts, policies, activities and so on....That is why the approach taken in the Bill allows for the guidelines to contain different provisions...The approach taken in the Bill, as drafted, allows the Minister flexibility in developing model charters...I thank Senator Craughwell for tabling the amendment.

18 Dec 2019 - Seanad to reverse the will it previously expressed, although attempts have been made in the Dáil to amend...or remove amendments made in the Seanad....The points made by Senator Byrne on the effect of Senator Gavan's amendment are inaccurate....It would not be the case that students' family situations or the names of parents would be printed on...I urge the Minister to rethink the amendment because this section of the Bill as it stands would provide

6 Nov 2019 - Deputy Joe McHugh I thank Senator Craughwell for tabling the amendment....Amendment No. 11 provides for the deletion of the provision in the Bill that provides for the Minister...Amendment No. 12 is a consequential amendment that removes the obligation on the Minister to publish...As amendments Nos. 11 and 12 are connected, I note the new section 27D proposed in the Bill provides...Therefore, I cannot accept these two amendments.

18 Dec 2019 - for Children in the procedures set out in this Bill....I appreciate that we do not want to disincentivise parents and students from using the local procedures...I also appreciate the concern that there may be confusion among parents if there were both local and...It is surely not outside our abilities as a State to properly arm parents with clear and comprehensive...I urge the Minister to take these amendments on board.

18 Dec 2019 - The amendments that I brought in here today arising from Committee Stage stem from the different suggestions...The purpose of this Bill is to give young people and parents a voice, and it is particularly focused...I hope that this Bill will act as a mechanism to meet that demand coming from young people.

6 Nov 2019 - The closing date for making submissions was 25 October 2019 and my Department is considering the submissions...The purpose of the guidelines will be to provide clarity to school authorities, parents and guardians...The amendments proposed by the Senator involve really important issues....approach and aims of the legislation to single out particular policies in the manner proposed by these amendments...Unfortunately, for the reasons I have outlined I will not be accepting the two amendments.

One paragraph refers to "while on parental leave"....This is the Parent's Leave and Benefits Bill and does not relate to parental leave, which is unpaid....In contrast, parental leave is unpaid.

9 Oct 2019 - Adoptive benefit is paid to parents to support them during a period of adoptive leave....The Cabinet last week approved the general scheme of the Parental Leave and Benefit Bill 2019, which...gives effect to previous announcements on parental leave and will also close the adoptive leave legal...The Bill itself is fine. Obviously, it is a good Bill....It seems to me that LGBT parents, in particular, are left behind.
