14 Jun 2005 - The word "disability" conveys exactly what the Bill is about....The amendment refers to the "assessment and services for people with disabilities", but says nothing...prescriptive, one should take into account all the elements associated with the needs of people with disabilities...The word "disability" is all encompassing so, as in the case of the Garda Síochána Bill, it is unnecessary...to subtitle everything the Disability Bill stands for.

22 Feb 2005 - I am glad to speak on the Disability Bill....The great expectation for the Disability Bill 2004 was that it would be rights based....I will now outline a number of specific flaws in the Bill, which have been highlighted by the disability...The Bill makes no provision requiring Departments and public bodies to include people with disabilities...The Bill applies itself to the health and educational needs of people with disabilities.

14 Jun 2005 - with Senator Quinn that we should emphasise people's abilities, rather than concentrating on their disabilities...A Short Title is needed for the Bill, which deals with people who have disabilities....Terry's amendment is covered in the Title, which contains adequate details concerning the scope of the Bill...I suspect that even if the amendment were to be accepted, people would continue to call it the Disability...Bill, or the Disability Act once it becomes law.

13 Apr 2005 - I remember when the first Disability Bill was published in 2001, which was prior to the previous general...The Disability Bill 2004 is far from perfect in its current form and may exclude more people with disabilities...The Education for Persons with Special Educational Needs Act 2004 began as very different legislation...from the inappropriate Education for Persons with Disabilities Bill....The Government should treat this Disability Bill in the same spirit.
