Deputy Catherine Murphy I acknowledge this is a large Bill....The last time there was a big review of the local government system I was a member of a local authority...It is a missed opportunity in terms of the reform agenda for the entire political apparatus of the State...level but between the central government and the local government level through the local government...Government Fund as opposed to the local property tax.

Minister is here or in his soft seat at the European Commission or wherever he is when Sinn Féin is in government...and bringing about real reform of local government, I hope he will then see that he missed an opportunity...is this Bill.

Deputy Brian Stanley In terms of local government legislation this is a substantial Bill....Many of us hoped there would be substantial reform following the 2000 legislation but there was very...government in the following years....Part of the weakness in civic responsibility is that lack of connection at local level to government....One must connect people locally to local government.
