FINANCIAL PROPOSALS.

CATHAL BRUGHA (Waterford Co.) moved:—
"That the Standing Order 14 be suspended until November 1st, 1919, and that, in the meantime, in view of the exceptionally heavy budget required immediately and the impossibility of estimating the extraordinary expenditure to be incurred during the coming Spring and Summer, the Secretary for Finance is hereby authorised without further reference to Dáil to receive all monies which he can obtain from the proceeds of Anti-Conscription refunds, the issue of Republican Bonds, and all other sources for the purposes of Dáil, and to apply those monies to such specific objects as the Ministry (when not reduced below five in number) shall unanimously approve."
R. MULCAHY (Clontarf) seconded the motion.
The following amendment proposed by E. BLYTHE (N. Monaghan), and seconded by F. FAHY (S. Galway) was accepted by CATHAL BRUGHA and adopted:—
"That Standing Order 14 be suspended until November 1st, 1919, and the Secretary of Finance is hereby authorised without reference to Dáil, to apply monies to such specific objects as the Ministry (when not reduced below five in number) shall unanimously approve."
