COMMISSION TO INQUIRE INTO ENGLISH ORGANISED OPPOSITION TO REPUBLIC.
A. MACCABE (Sligo South) moved the following resolution standing in his name:—
"That a commission of this body, with power to co-opt, be appointed to consider the Ulster question."
"That its terms of reference be:—
"To discuss and devise measures for dealing with present or future victimisation of nationalist workers in Belfast and the North of Ireland generally.
"To consider the East Ulster question with special reference to the demand of the corner counties for local self-government.
"To inquire into the feasibility or advisability of putting before the country a scheme of federalised Government with the county as the Unit.
"To ascertain how far the objections of the people of Belfast and the corner counties to an Irish Republic may be met by a liberal scheme of devolution based on this idea."
T. MACSUIBHNE (Cork Mid.) seconded the first part of the resolution, but suggested that the terms of reference be left to the Ministry. The proposer accepted this.
Objection having been taken to the use of the words "Ulster Question," it was agreed that the title of the Commission should be settled by the Ministry, and the resolution was adopted subject to these amendments.
