ACTING PRESIDENT'S OPENING STATEMENT. - BELFAST.
The general boycott instituted against Belfast was being stringently felt, especially by the banks. A general plan of action in regard to the boycott had been decided on at a conference with the representatives of Labour and of Republicans from Belfast. In order that this plan might be properly carried out it was essential to place a man in charge of operations in Dublin. This man should be appointed by An Dáil to-day.
