APPENDIX 3 PROVISIONAL ORDERS DECREE
[August, 25th, 1921]
1. For twelve months from the date hereof the President and Council of Ministers may make a Provisional Order containing regulations as to any matter within the province of all or any of the Departments of Government.
2. Such Provisional Order unless and until disapproved of by AN DÁIL (to the next meeting of which it shall in all cases be submitted for approval) shall have the same force and effect as a Decree of AN DÁIL.
3. Such Provisional Order may contain regulations for its own enforcement by fine, imprisonment or otherwise.
4. The expression "Council of Ministers" shall mean the Cabinet Ministers for Foreign Affairs, Defence, Home Affairs, Finance and Local Government, and the Minister of Economic Affairs.
