NOTICE OF MOTION.

Taking preliminary advantage of the change you are going to make, or that the Dáil will make, I want to give to the Dáil a Notice of Motion I have handed in for to-morrow. It, is as follows:—

"That this Dáil, whose authority is derived from the people Ireland acknowledges no limitation upon its power to make laws for the peace, order, and good government of Ireland, except such limitations as are applied able to the Parliament referred to in Clause 1 of the Articles of Agreement for a Treaty between Great Britain and Ireland, signed on the 6th of December, 1921, and approved by Dáil Eireann on January 7th, 1922."

On a point of order, I want to know, in the lack of Standing Orders, what is the best procedure you would recommend me to adopt. I wish to bring up a Motion, if I get leave, later in the day to appoint a small Committee of this House to go into the question of the Post Office strike to see if we can get a solution of the problem.

The only solution I can see is that Notice of Motion should be given. It could be discussed on the adjournment.

Would it be possible, immediately prior to the notice of adjournment, to bring a Motion for the suspension of Standing Orders before the Dáil, so that the matter can be discussed?

May I draw your attention to Standing Order No. 8, Page 3 of the typewritten Orders?

We can take the opinion of the Dáil before the adjournment under Standing Order No. 8.

Can that matter be taken now or before the Motion for adjournment?

Before the Motion for adjournment. I have to announce that the Committee of Standing Orders appointed here on Monday met again this morning and came to complete agreement on Standing Orders containing 76 Clauses. It is proposed that these Standing Orders should be printed to-morrow and subsequently introduced to the Dáil for approval.

When will the Standing Orders come before the House for adoption?

On Monday, I think.
