(Report of Committee on Standing Orders.)

Ar an 26adh Meadhon Foghmhair, 1922, d'orduigh an Dáil don Choiste ar Bhuan-Orduithe teacht le chéile chun machtnamh do dhéanamh ar rudaí áirithe d'eirigh as an ndíosbóireacht ar an nDreacht do cuireadh os a gcóir an lá san agus ar aon rud eile d'eireodh as san.

The Committee on Standing Orders was, by order of the Dáil, given on the 26th September, 1922, directed to meet, for the purpose of taking into con- sideration certain matters that arose in the discussion on the Draft submitted to them on that date, and any other matters that might arise.

The Committee met on two occasions and agreed to recommend the following further Orders and amended Orders to the Dáil.

Order No. 10.
While Dáil Eireann is in session, it shall meet at 3 o'clock p.m., punctually, on Tuesdays, Wednesdays, Thursdays, and Fridays of each week, unless the Dáil shall otherwise order. At 8.30 o'clock p.m. the Ceann Comhairle shall take the Order of the Day for the adjournment of the Dáil, whereupon any Member may bring forward any matter for discussion of which he has previously given notice not later than 6.30 o'clock p.m. In the event of such discussion taking place the Dáil shall adjourn not later than 9 o'clock p.m., but the Dáil shall not divide on any question after 8.30 o'clock p.m.
Order No. 14.
The Ceann Comhairle may, at the request of a Teachta, suspend consideration of the Agenda for the discussion of an urgent matter of public importance. Provided that the Ceann Comhairle is of opinion that the matter is urgent and of sufficient public importance. And provided further that the request has the support of not less than twelve Teachta, by rising in their places. Such request can only be made at the end of Questions and before the Dáil shall have entered upon the other business of the day.
Order No. 16.
Questions must reach the Clerk in writing not later than 4 o'clock p.m. on the second preceding day before that on which they are to be asked, but no Question shall be handed in on a Saturday or Sunday, provided that Questions relating to matters of urgent public importance may, by permission of the Ceann Comhairle be asked on private notice to a Minister.
New Order to be added after Order No. 30.
A motion to rescind or amend a Resolution can only be made on a notice that shall specify the Resolution to be rescinded or amended, and furnish the terms of the motion to be made; but no motion shall be allowed to appear on the Agenda Paper to rescind any Resolution of the Dáil within six months of the date of its adoption, except with the written assent of not less than twentyfive members of the Dáil.
New Order to be added after Order No. 30.
No Teachta shall discuss a matter raised in any Debate during the same session upon a Motion or Bill not being then under discussion, except by the indulgence of the Dáil, for personal explanations.
A Member who has spoken on any matter, the subject of a motion, may not again enter upon it when speaking to the adjournment or to an amendment.
New Order to be added after Order No. 34.
In making references to members of the Dáil the following rules shall apply:—
(a) Ministers shall be indicated by the Ministry or Department for which they are answerable.
(b) Deputies shall be referred to by name, thus “Deputy A. B.”
Order No. 41.
In Committee of the whole Dáil a Teachta shall not speak for longer than ten minutes, nor more than three times on any one matter, provided that this order shall not apply in Committee to a Teachta in charge of a Bill. When more than one Member rises to speak, the Ceann Comhairle shall give preference to a Member who has not previously spoken on the same matter, or to a Member who has spoken less frequently than other Members presenting themselves to the Ceann Comhairle.
New Order to be added after Order No. 41.
A motion or amendment made in Committee need not be seconded.
Order No. 54.
The Agenda shall be confined to Questions and Ministerial business on Tuesdays and Thursdays, during the entire sitting, on Wednesdays until 7 o'clock p.m., and on Fridays until 6 o'clock p.m. Motions or Bills (if any), moved by private Teachtai and appearing on the Agenda, shall be taken during the remaining period of ordinary sittings on Wednesdays and Fridays, provided that a Minister may move, after questions, on any Wednesday or Friday, that, on that day, specified Ministerial business shall not be interrupted, if under consideration at the time fixed for taking up motions or Bills to be moved by private Teachtai. Such motions may be proposed without notice and shall be decided without amendment.

Ba mhaith liom an Tuarasgabhail seo do tharraig don Dáil. Níl ach cúpla rud ann. Uimhreacha a 10, a 14 agus a 16 agus táim cinnte go glacfaidh muinntir na Dála leis. I beg, formally, to move the report of the Committee on Standing Orders. As you see, there are not many changes recommended in it. In Order No. 10 there is a change made on the motion for the adjournment. It was made in order to meet the views put forward by Deputy Byrne. Notice must be given not later than 6.30 p.m. In Order No. 16, in reference to questions, they are now to be handed in at 4 p.m., on the second preceding day.

AN CEANN COMHAIRLE

It was represented to me that our rule that the questions should be in before 3 o'clock involved a certain hardship on Deputies, coming to the Dail at 3 o'clock, who may before 4 o'clock find that they wanted to ask a particular question. Therefore, in Order 16, the hour has been made 4 o'clock. I think it will be for the convenience of the Deputies, generally.

Professor LIAM THRIFT

I move: "To substitute after the word `discussion' (Order No. 14) the words `of a matter which the Ceann Comhairle considers urgent and of sufficient public importance,' instead of the words `of an urgent matter of public importance,' and to delete the second sentence of the Order."

This is only a formal amendment. I think it does not read well as it is in the Order. The form of words I am suggesting is shorter, and, I think, equally clear. I believe the meaning is quite the same.

I second the amendment.

Mr. PETER HUGHES

It was put in the Standing Orders that when a member moves an amendment he should have some body of opinion behind him. The Standing Orders say, "provided he has the support of not less than twelve Teachtai."

I think that remains.

I think it is being knocked out by the amendment.

AN CEANN COMHAIRLE

No; it is only the wording of the particular matter—"of an urgent matter of public importance," that is being changed.

Professor THRIFT

It is only the wording of the first two sentences.

The amendment was agreed to.

Mr. THOS. JOHNSON

There is a question I would like to ask in reference to Order No. 30:—"No motion shall be allowed to appear on the Agenda Paper to rescind any resolution of the Dáil within six months of the date of its adoption." Will that rule apply to any resolutions of the last Dáil?

"Except with the written assent of not less than 25 members of the Dáil."

Does this clause only apply to this Parliament?

The Standing Orders only apply to this Parliament.
