DEBATES ON ADJOURNMENT. - ARTICLE 35. BUDGET OF THE FREE STATE.

Mr. O'HIGGINS:

Article 35 reads:— "The Chamber/Dáil Eireann shall, as soon as possible after the commencement of each financial year, consider the Budget of receipts and expenditure of the Irish Free State/Saorstát Eireann for that year, and save in so far as may be provided by specific enactment in each case, the legislation required to give effect to the Budget of each year shall be enacted within that year." That is a financial provision that Members will see the value of. It provides for an early Budget, and save where there is specific legislation required, the legislation required to give effect to the Budget of each year must be passed within that year.

Motion made and question put: "That Article 35 stand part of the Bill."
