To ask the Minister for Home Affairs if he will state why the Borstal Institute at Clonmel has been transferred to Clogheen Workhouse, where the conditions are unsuitable, both from the point of view of the boys and of the staff; and if he will say, further, when it is proposed to send the Institute back to Clonmel?

It was decided to transfer the Borstal Institute from Clonmel in order to leave the premises at the disposal of the Minister for Defence, who urgently required them for Military purposes. Clogheen Workhouse was selected as the most suitable alternative location for the Institute as a result of an inspection of various suggested places and particularly as it possesses all the essential requirements for Boys and Staff. The place is in perfect repair, is lighted throughout with electricity and is provided with an independent water supply and up-to-date sanitary accommodation. There is all the necessary accommodation for inmates, officers, workshops and gymnasium. The question of transferring the Institute to Clonmel cannot be considered until the Military exigencies permit of it.
