I move, in Article 55, line 55, to insert at end a new sentence as follows:—"Ministers who are not members of the Executive Council shall not, together with the Ministers who are members of the Executive Council, exceed twelve in number."

Might I suggest, with all respect, that it is a little bit clumsy in form. It might read "the total number of Ministers, inclusive of the Ministers of Executive Council, shall not exceed twelve."
