CEISTEANNA—QUESTIONS. - GENERAL AMNESTY.

To ask the President whether it is intended to introduce legislation for the purpose of giving effect to the Irish side of the mutual understanding for an amnesty to the troops and other forces engaged upon either side in the recent conflict between Ireland and England; and whether any steps have been taken to ensure the fulfilment by the English Government of their side of the bargain.

Mutual undertakings of amnesty and indemnity in respect of matters arising out of the Anglo-Irish trouble were exchanged between the British and Irish Governments at the time of the handing over of control by the British. These undertakings will need to be covered by appropriate legislation on both sides. It is our intention to submit a Bill to the Oireachtas for this purpose as soon as the Constitution is through. We will request the British Government to cover their undertaking by like legislation so far as may be necessary to give effect to it.
