Will the Minister tell us what the necessity for a Preamble in this Bill is? Would it be any loss if it were cut out altogether?

No, I would not recommend that. I move the Preamble. I think it is necessary, and it looks very well. There are various articles set out that we should do all the things we have done in the Bill.
