COMMITTEE ON PROCEDURE (SECOND REPORT).

The Dáil will recollect that at our last meeting I moved that this Second Report of the Committee on Procedure be taken into consideration to-day. In consequence of communications that have been passing during the Recess I would ask the Dáil to allow that order to be discharged and to refer back the Report to the Committee for further consideration and for a fresh report. The most important of the Standing Orders that we intended to propose are those that deal with the procedure upon the summoning of a new Dáil. They were difficult to draw up. They did not arise in our case, because we took over what was known as a Provisional Parliament. The Committee had considerable difficulty and spent a good deal of time in framing Standing Orders to deal with the summoning of a new Parliament, when we would have to elect a Ceann Comhairle and to go through the ordinary procedure. I understand these Standing Orders have been investigated and one or two matters that we ourselves had overlooked have been pointed out to the members of the Committee during the Recess, and I move therefore that the order be discharged and that the Report be referred back to the Committee for further consideration. We will deal with it at once and report to you if you adopt that course at a very early date.
